The Human Development Network and the National Statistical Coordination Board met on September 15 to revive the collaboration on estimating the Human Development Index (HDI). This is to realize the institutions’ shared goal of mainstreaming the HDI by coming up with only one HDI estimate every three years and institutionalizing the HDI methodology for the succeeding PHDRs. An HDI Task Force was formed during the meeting to evaluate and recommend an interim HDI methodology for the 2012 Philippine Human Development Report (PHDR). The HDI Task Force held a workshop on October 10, 2011 and after a subsequent referendum, the Task Force came up with its recommended HDI methodology.

On November 4, the NSCB and HDN met again and finally agreed on the the HDI methodology for the 2012 PHDR.

Module 1: Human Development. Module 1 covers a discussion of the human development framework, the importance of a results monitoring and evaluation system and the components of such a system. Results of a pilot exercise to gather municipal-level human development indicators are presented.

Module 2: Descriptive Statistics. Module 2 is an introduction to descriptive statistics including background concepts, types of variables and their measurement, and how to use statistics to efficiently summarize and describe numerical data.

Module 3: Spreadsheet Software. Module 3 demonstrates the use of spreadsheet software to process data, including working with formulas, using built-in statistical functions, and creating charts and graphs.

Module 4: Communicating Results. Module 4 provides basic guidelines and useful tips on writing good reports, such as policy briefs, and making effective oral presentations. The module also includes an annex on the key features of a Local Statistical Calendar.

Six volumes of the PHDR have been published – in 1994, 1997, 2000, 2002, 2005, and 2008/2009 – each of which have put “people” back at the center of the development debate. Past volumes of the PHDR may be downloaded from www.hdn.org.ph.

The Human Development Network launched its newest publication entitled, In Search of a Human Face: 15 Years of Knowledge Building for Human Development in the Philippines, on Wednesday, 21 July 2010, at the Diosdado Macapagal Hall of the UP School of Economics.

The volume is both a record and an appraisal of almost two decades of research and advocacy by the Human Development Network, a non-partisan, non-stock, non-profit organization founded in 1992.

It compiles the theme chapters of the 1994, 1997, 2000, 2002, and 2005 editions of the Philippine Human Development Report and postscripts from third-party experts who reflect on their continuing relevance while also providing fresh insight and augmenting the original analysis. The proceedings of “Human Development in the Philippines: 15 Years of Research and Advocacy,” a roundtable discussion held in October 2009, is also featured.

In Search of A Human Face: 15 Years of Knowledge Building for Human Development in the Philippines is published by the Human Development Network in cooperation with the United Nations Development Program.
